Instant Articles is a service of facebook that can be used to monetize the mobile traffic coming to a particular business or fan page of facebook.
In order to enable Instant Articles on any facebook page you have to sign up on https://instantarticles.fb.com/
Signup with a facebook ID that has admin rights of Facebook Fan Page as well.
After Signing Up and Logging in you will be asked to select the page for which you want to enable Instant Articles.
Here you have to select your page which receives good traffic.
After selecting the page you will be redirected to Publishing Tools tab of your page.
Here you have to open this tab.
Then you will see new menu of Instant Articles in your page, see this image.
Here you have to go to the Configuration section.
In Configuration section go to Tools Section and Click – Connect Your Site
You site will work as a source of articles.
Articles that are already written on your blog or website can be fetched by facebook as RSS feeds.
To connect you website simply copy and paste the META tag in your websites Header.php or in between Opening and closing <head> tag.

Here content is your Facebook Page ID. Replace it accordingly.
If you are using wordpress blog then you have to Install Instant Article by FB plugin and there you can simply enter the ID.
After verification you will see Your Registered URLs as you can see in my image.
In the Production RSS feed option, you have to put your Blog’s RSS Feed URL.
In WordPress Simply Put /feed after your home url.
In Blogger Put /rss.xml to get the feed url.
If you are on PHP or Asp.net website then you have to create and XML feed from your database and enter here.
Once you will put feeds correctly you will see you latest articles in the Production Articles Section.
These are you instant articles.
Articles will be in Unpublished state because they must be reviewed and approved by facebook.
After completing the setup Click Submit for Review Button.
You have to upload a Transparent Logo in the Style Section of Instant Articles.
